Executive Committee
The Executive Committee shall conduct the affairs of the Association in accordance with the By-Laws, policies and instructions of the Board of Directors. It shall be the Policy and Steering Committee of this Association, and for all matters of policy and public statement, subject to the approval of the Board of Directors. The Committee meets monthly and consists of up to 16 elected and appointed members.

The Legislative Committee shall examine existing Local, State and National legislation affecting the home building industry. It shall determine which of this legislation is obsolete or obstructive; recommend and take necessary steps to implement its recommendations. If in the discretion of the Committee, expediency dictates action, the abolition or constructive amending of such legislation or propose such new legislation as may be necessary to insure continued progress within the industry. The Committee will meet as necessary during the session.
The HBA of Iowa contracts for State lobbying services with Wasker, Dorr, Wimmer & Marcouiller, PC of Des Moines, Iowa with Craig Schoenfeld serving as primary lobbyist for the Association. Legislative updates are provided electronically upon request to all HBA IA members during session.

The Membership Committee has the responsibility of formulating the State Membership Campaign, assessing Local jurisdictions and making recommendations to the Board of Directors, passing upon applications for Local Associations and recommending changes, suspension or expulsion of Local Associations and / or Chapters.

The Finance
Committee in cooperation with the Executive Committee shall be
charged with raising adequate funds to insure the proper functions
of the Associations staff and activities and shall prepare and
present an annual fiscal year budget for approval. The Committee
shall render quarterly reports to the Board of Directors and
monthly reports to the Executive Committee on the finances of
the Association.

The primary purpose of the committee is:
(1) To promote and strive for the improvement of government by encouraging and stimulating builders, their associates and other interested in residential building matters to take a more active and effective part in governmental affairs.
(2) To encourage builders, their associates and others interested in residential building matters to understand the nature and actions of their government, as to important political campaigns and as to the records of officeholders and candidates for elective office.
(3) To assist builders, their associates and others interested in residential building matters in organizing themselves for more effective political action and in carrying out their civic responsibilities.
(4) To support candidates for election to legislative and executive offices in the state of Iowa.
(5) To cooperate with other organizations within the state and outside of it which share its interests and goals.
(6) To do any and all things necessary or desirable for the attainment of the purposes stated above.
